NOOSPHERE ASPECTS OF CYBERNETICS AND PROBLEM OF REPRODUCTION OF MIND

Annotation

On the basis of the cybernetic approach and Ashby law it is shown that the emergence and existence of the noosphere is an explicit function of the dynamics of the world; a differential form of the law, which allows the system to deal with common problems of the dynamics of the biosphere and to investigate the problem of reproduction of the mind to learning is offered, the solution to the Fermi paradox is considered.
