Частная и государственная социальная работа в 20-е гг. XX века в США: борьба идеологий

Аннотация

Рассмотрено развитие профессии социальной работы в США в 20-е гг. XX века сквозь призму борьбы различных идеологических подходов, определявших суть и предназначение профессии. Актуальность состоит в том, что изучение зарубежного, в частности, американского опыта в области социальной работы помогает нам лучше понимать закономерности, заранее предвидеть и выявлять трудности в становлении отечественных институтов и учреждений государственного и негосударственного секторов социальной защиты. Также в научный оборот вводится большое количество ранее неиспользовавшихся источников Национальной конференции благотворительных и коррекционных учреждений (National Conference on Charities and Corrections). Подробно проанализированы идеологические позиции двух противоборствующих лагерей ранней социальной работы. Выявлены и проанализированы основные аргументы в пользу частной социальной работы и государственных программ социальной защиты, выдвигавшиеся ранними социальными работниками. На примере деятельности Детского Бюро показано, что совмещение работы со случаем и социального реформирования могло быть успешным, принося позитивные практические результаты как для профессии, так и для общества в целом. Сделан обоснованный вывод о том, что реформистское крыло социальных работников, хотя и потеряло влияние, которое имело в «прогрессивную эру», продолжало выступать за сохранение приверженности профессии социальному активизму, что помогло сформулировать социальную повестку «Нового курса» следующего десятилетия.
