Innovation policy and political innovations as factor of viability and competitiveness of modern state

Annotation

The place and role of innovation policy as special areas of modern political knowledge, its interdisciplinary nature is considered. The concepts of innovation policy and political innovations, their interdependence and interconnectedness are determined by the nature. Disclosing the value of many important institutions to support innovation associated primarily with businesses and civil society, the role of the state as the principal actor of innovation policy at the present stage is considered. It is proved that under the conditions of globalization the country’s place in the international division of labor, innovation in the economy and politics become an indispensable condition of its sustainable development. Formulated assessment criteria the state innovation policy, and analyses the challenges and opportunities of different levels of government (Federal, regional and local) for its implementation. It is proved that with all the variety of its directions is fundamentally important in modern conditions is not the emphasis on technological factors, but its transfer to the full deployment of human potential. General principles of state innovation policy are allocated, it is proved that its effectiveness is today one of the most important factors for the viability and competitiveness of the state.
