Identification of level of economic security in food sector of Russian Federation

Annotation

The concept of food sovereignty and proved its special significance in the context of limited resources, causing a mismatch growing population's demand for food and opportunities of their own agricultural production is considered. The analysis of the dynamics of food self-sufficiency of the main products (corn, potatoes, milk and dairy products, meat and meat products, eggs and others) is made From the point of view that the level of food self-sufficiency on selected key food commodities threshold set in the Doctrine of food security in Russia as well as the extrapolation of the existing level of the promising growth rates for the period 2014–2016. The research calculated the integral general indicator characterizing the level of economic security of Russia in the food sector for the period from 1990 to 2013 based on the integration of individual levels of economic security by using geometric mean, proposed a method for calculating this indicator and made his calculations. An ambiguous effect of currency factor on food sovereignty, the level of which depends not only on the sharp weakening of the national currency, but also the dynamics of exports of food and agricultural products is established. As a result of statistical analyses those types of agricultural production, which require the active participation of the state in order to ensure food self-sufficiency through the implementation of the policy of import substitution of food were identified. The study conclusions on the need to improve the general state of the economy on the basis of the doctrine of permanent improvement of economic security in the food sector, and set priorities for its implementation: creation of a stable regulatory framework for the functioning of the food industry; development of an effective mechanism of state regulation of pricing; introduction of scientific and technological progress; strengthening of integration processes between growers and the processing industry; planning and forecasting economic activity based on principles acceptable in market conditions; strategy development single commodity policy, creating civilized channels of goods and others.
