Empirical study of content and development degree of structural components concerning the competence of assistant of delegate for regional legislature


The results of an empirical study concerning the professional competence of the assistant to the delegate for regional legislature are presented. On the basis of the data obtained with the help of the author's procedures the content and formation degree were disclosed with regard to the following structural components: legal, informational, representative, election, communication, career, branding competencies. It becomes obvious that the assistant to the delegate must be able to generate, update, promote, adjust the political image of the delegate; furthermore he must be able to search, analyze various types of information, evaluate and transfer its contents adequately, plan the career path and effectively implement career plans; must have knowledge of the techniques and methods of organization for communicating with different groups of people, must know strategies and tactics of negotiation, own communicative abilities and skills to establish various types of contacts; must have knowledge of the Constitution, the legislation of the Russian Federation, the amendments and changes in the legislation, of a number of regulations, regulatory documents at the federal, regional and municipal level; must know the organization of the election campaign, techniques and methods of influence on voters, aimed at creating a sustainable positive attitude to the candidate, his image, and his political agenda; must be able to represent the interests of his immediate supervisor to the citizens of the region and identify with his image in the public consciousness.
