The type of reproduction which developed in Russia is a consequence of spatial and territorial distribution of human resources. Numerous researches show that the processes connected with spatial changes of economy of regions of Russia most often have exclusively uneven character, essential disproportions in the level of social and economic development of large city agglomerations and other regional educations are a consequence of that. In large city agglomerations the considerable part of labor and financial resources of the state which act as some kind of kernel of concentration of production, developments of scientific and technical progress and innovations concentrates. As a rule, concentration of the high qualified manpower allows to note strengthening of impact of the creative human capital on results of economic development of these territories. At the same time in average and small city agglomerations there is a number of the problems caused by a reallocation of human resources. So, reduction of number of the qualified manpower reduces possibilities of production growth on an innovative basis that, eventually, can lead to reduction of modern productions. Partial replacement of human resources in these educations exists due to inflow of the population from rural territories, but, as a rule, there is a need of time for their training and adaptation to new conditions that doesn't allow to fill the creative human capital lost as a result of movement. Therefore regional governing bodies faces a problem of formation of own points of economic growth which conform to the following requirements: existence of effective management and administrative, industrial, financial, information infrastructure, development of innovative and intellectual potential, formation of the favorable enterprise environment and investment climate. Now this condition practically doesn't find the realization in the majority of regions of the country in connection with weak horizontal communication of units of agglomerations with such capital.
