NECESSITY AND PROSPECTS OF FORMATION OF STRATEGIC MODEL OF ENSURING FOOD SECURITY OF THE STATE

Annotation

The objective of research is justification of necessity of application of strategic model of ensuring food security. In article authors carried out the analysis of policy of ensuring food security of Russia, recognizing that at the moment Russia lost food independence because of considerable decrease in volumes of the industry of products, gradual increase in a share of import of the types of foodstuff made in the country and deformation of production capacity of agro-industrial complex. Authors revealed reasons of an aggravation of a problem of food security in the context of the globalization processes connected with strengthening of a role of multinational corporations in the world markets of agricultural raw materials and foodstuff, causing necessity of the development of national strategy of ensuring food security. The main directions of ensuring food security of the state connect with reduction of level of interregional differentiation in social and economic development of subjects of the Russian Federation and carrying out strategy of structural improvement of agroproduction. For ensuring food security of the state in the set directions implementation of the following state measures authors offered: influence by means of the taxation, cut in public expenditure, carrying out a state policy at the labor market. In article authors considered basic elements of model of strategic ensuring food security: 1) assessment and strategic analysis of regional features, opportunities of formation of stocks of the food, efficiency of development of the food market; 2) assessment of needs for food staples and key food; 3) formation of necessary specialized outputs, its concentration on the basis of the accounting of ecological safety of the food; 4) modernization of production and branch structure of providing with the food; 5) modernization of organizational and economic structure of the mode of providing with the food; 6) creation of system of stimulation of competitiveness of foodstuff.
