FEATURES OF REFERENCE POINTS CHANGE OF MANAGEMENT OF REGIONAL ECONOMY IN MODERN RUSSIA
Recently there is a forefront problem of preservation of social and economic and political space caused by danger of loss of boundary territories and need of development of the economic relations with the former Union States, and also the European community. Research of these processes allowed the author to draw the conclusion about dualistic character of a tendency of spatial movement of human resources in the last decades assuming that, on the one hand, in regional space there is a number of the destructive phenomena and processes, such as: centripetal «washing away» of human resources; the development of crisis of outdated schemes of moving and the spatial organization of economy leading to the advancing growth of expenses on maintenance of infrastructure, superfluous in the territories losing demographic and production resources, and insufficient - in dynamically developing regions; the randomness in moving and the spatial organization of the country fixes raw specialization and transit nature of development of export-oriented regions; the amplifying disproportions between the center and peripheral regions leading to redistribution of economic resources from less favorable regions in more favorable. On the other hand, in some regions during the developing and realization of spatial policy of regional development priorities are non-material factors of production and innovative resources that provides active structuring. Permission of this contradiction is possible within a socially oriented control system, the planning of regional economy meaning change of structure. According to socially oriented approach social system plays the key role that formation of new economic interests and needs of inhabitants of the region, business conditions which, eventually, define effective forms of use of the free land plots, and also building of new objects causes.
