INSTITUTIONAL AND ECONOMIC MECHANISM OF COORDINATION OF INTERESTS OF THE HIGHER SCHOOL AND THE KNOWLEDGE-INTENSIVE BUSINESS IN RUSSIA

Annotation

The main objective of the conducted research consists in the analysis of problems and processes of coordination of interests of the higher school and the knowledge-intensive business from the institutional and economic point of view which assumes interrelation of the existing formal and informal rules and economic methods of adaptation and changes in the direction of creation of the favorable environment of commercialization of university innovations for economic development of Russia. The choice of institutional and economic approach for the analysis of a problem and formation of the mechanism of coordination of interests of the higher school and the knowledge-intensive business is new to domestic economic thought. The author considered institutional component of the analysis only from the point of view of decrease in expenses of interaction of the economic agents connected with use of scientific capacity of research universities, problems of the property rights to a product of intellectual work, and also imperfection of the formal and informal rules, contracts and institutes regulating interaction of economic entities. The author made the analysis of a problem of creation of the effective institutional and economic mechanism of coordination of interests in the course of commercialization of results of high school science in a context of interests of the state, scientists-developers, university departments of a transfer of technologies and business. The article offered two directions of creation of the institutional and economic mechanism of coordination of interests of the higher school and the knowledge-intensive business in Russia, their main difference consists in organizational forms of interaction and establishment of the primary source of an initiative of process of transfer of the knowledge-intensive information. These directions founded on the practical relation to economic problems allow to consider various interests of participants, to take into account limitation of rationality of economic agents, importance of creation of the atmosphere of high trust of researchers and the commercial organizations at the solution of perspective problems of commercialization, are an important practical reserve of creation of the institutional and economic mechanism of coordination of interests of the higher school and the knowledge-intensive business in Russia.
