INTEGRATION OF SPATIALLY LOCALIZED SYSTEMS AS CONDITION OF ACTIVIZATION OF REGIONAL POINTS OF GROWTH
Article contains questions of integration of spatially localized systems of regions of agrarian and industrial type as complexes of the socioeconomic organizations and institutes realizing spatial practice in the course of activity within a certain geographical community for activization of regional points of growth within a state policy of food import substitution. Authors established that in modern conditions of development of regional social and economic systems integration of spatially localized systems in clusters on the basis of cooperation of the propulsive branches presented by small, medium and large business, sciences, higher education institutions and the government on the basis of the principles of the closed reproduction contour, social and economic efficiency, coherence of subjects of local, regional and macroeconomic level of economic policy which results are synergetic effect (at the level of regional economy) and replacement of market niches of import foodstuff domestic is necessary (at the level of national economy). Authors carried out the analysis of internal and external factors of integration of spatially localized systems of the Russian regions within import-substituting strategy (competitiveness of regions, world financial and political crisis, the state strategy of regional development, etc.), and also considered prospects of application of the concept of the region quasicorporation when forming of the new practice-focused approaches to process of integration regional spatially localized systems. Authors came to a conclusion that, considering reasonable movement of emphasis of a state policy on microlevel and existence of microclusters as most important factor of development of regional economic complexes, the role of bodies of regional and municipal authority in the course of formation of industrial policy of the state significantly increases.
