PERSONAL AND BUSINESS ACUMEN STATE AND MUNICIPAL EMPLOYEES: THE PROBLEM OF FORMATION AND DEVELOPMENT

Annotation

Article is devoted to the problem of formation necessary for effective professional work of personal and professional qualities of the modern state and municipal employees. The authors prove the need for effective use of human potential is in the state and municipal management system, as a modern society requires constant growth of productivity and professionalism of official activity. In this regard, the Government of the Russian Federation approved the plan of measures on realization of the Basic directions of development of the state civil service of the Russian Federation in the 2016-2018 years, which involves the improvement of the management Human Resources of the civil service and improving the quality of its formation. In particular the author raises question about the negative evaluations of the modern officials. They emphasized the problem of insufficient formation of the necessary personal and professional qualities of employees such as initiative, openness to any new ideas, autonomy in decision making, and others. Also raises questions about closed the corporate culture of state and municipal service. The article analyzes the results of the pilot study, the purpose of which was studying of socio-psychological characteristics of the individual municipal employees. Data analysis shows methodical, conservative, traditional, passiveness in behavior and about narrow circle interests of municipal employees. Also officials are characterized by a lack of efficiency in unfamiliar social situations and slow adaptation to changing conditions. However, these personality characteristics can ensure the effectiveness of professional activities, if the environmental conditions are constant, the modern realities require from officials other qualities - it is primarily an adaptation to constantly changing conditions, the rapid assimilation of large amounts of information, the solution of non-standard situations, etc.
