PRACTICE OF CONDUCTING INDEPENDENT ANTI-CORRUPTION EXAMINATION OF DRAFTS OF REGULATIONS PUBLIC ASSOCIATIONS
In the article the author analyzed practice of conducting anti-corruption examination by institutes of civil society, in particular, public associations of professional type. Participation in realization of independent anti-corruption examination of public associations shows their interest in lack of corruptogenic factors in laws which directly concern activity of data of the organizations and the most important spheres of public life. The author emphasized the special role in implementation of independent anti-corruption examination of professional organizations of lawyers, gave activity of the Tambov regional office of the All-Russian public association «Association of Lawyers of Russia» as an example of conducting independent anti-corruption examination of drafts of regulations. Most often occur among the factors revealed during conducting independent anti-corruption examination: juridical-linguistic uncertainty of terms and expressions, standard collisions, contradictions between standards of the regional and federal legislation and also variable opportunities in activity of public authorities, their public officials, that is the width of discretion. The author made the conclusion that participation of legal community in improvement of legislative and law-enforcement practice promotes development of the objective, weighed decisions which underwent constructive discussion in the professional legal environment.
