FEDERALISM AS AN INSTRUMENT FOR STABLE DEVELOPMENT OF NATIONHOOD: THEORETICAL ANALYSIS

Annotation

A comprehensive analysis of one of the most controversial problems of today - problems of federal states is presented. Issues of federalism are multi-faceted and characteristic not only of the stage of its formation, but also for the development and functioning. Global experience demonstrates repeated changes in the content of the federal model, whereby federalism is an important and interesting object for comprehensive comparative legal analysis. The functioning of a federal state is impossible without establishment of effective cooperation between the centre and regions, ensuring appropriate in the circumstances management methods. Democratization of federal relations and the increasing responsibility of the government in proportion to the increase of its functions and powers - the main trends of the modern federal states. However, the specifics of the federal form of government due to problems of asymmetry and of divisibility of sovereignty between levels of government. The transformation of federal relations creates the problem of ratio of federalism as the form of government and democratic political regime. A promising direction of the reform of federative statehood at the present stage is to build models of real federalism, corresponding to historical traditions and modern condition of the state. The federal principle of government is of particular importance and it acquires the development of globalization processes.
