HISTORICAL-SOCIOLOGICAL ANALYSIS OF PROBLEMS OF INNOVATIVE OPENNESS OF THE POPULATION (late XIX - mid XX century)

Annotation

The historical and sociological analysis of a problem of innovative openness of the population is carried out. This aspect is represented to the most significant that it is one of the innovations determining a determinant of successful implementation along with their reasonableness and timeliness. Based on research of basic provisions of the theory of G. Tard, N.D. Kondratyev, Y. Shumpeter, G. Mensh, P.A. Sorokin, U. Thomas, F. Znanetsky, R. Merton the main types of openness of the population are systematized and described in detail: innovatively open population with active strategy of behavior, innovatively open the populations with passive strategy of development of innovations, innovatively closed population with formal strategy of development of innovations and innovatively closed population with prevalence of strategy of denial of innovations. Despite relevance of a question, the lack of theoretical and methodological developments of this area is felt. Absence theoretical the device significantly limits possibilities of the correct forecasting and development of recommendations about forming of favorable conditions for implementation of innovations among the population. The purpose is the historical and sociological analysis of a problem of innovative openness of the population. The question of the factors stimulating or interfering forming of innovative openness of the population does not remain unaddressed. So, firstly, the fact of a demand of innovations society is carried out, secondly, institutional restrictions. The main outcome of the study was the formation of the methodological base, theoretical and empirical studies of innovation openness.
