Role of trans-border partnership in formation of European innovation clusters

Annotation

The problems of a large-scale cluster initiative on the basis of analysis of the experience of participation of foreign countries with different levels of development of the national economy are considered. The paper proposes to use in the practice of management of development of the Russian economy experience of European countries on the basis of studies of the main factors that facilitate and impede the implementation of cluster policy. In recent years there has been a gradual development of cross-border cluster initiatives, including among European countries. The process of discussing best practices and innovative development of industrial clusters gradually translate into real co-operation between European clusters in the economic efficiency of the initiatives. Development of common programs and initiatives in the Baltic Sea region, including the idea of forming a single regional brand should promote economic homogenization of space and reducing barriers to integration of existing national clusters. The synergetic processes when creating sustainable synergies between complementary sectors of the same production chain through clusters stimulating innovation, promotes active exchange of information between its members are described. Firms operating in clusters often patent and register their own innovations, as well as tend to perform research in other outsourcing firms, universities, research centers. Key tool to accelerating the development of entrepreneurship, faster search resources, knowledge and technology, as well as ideas that can be transformed into business development is clusters. At the same time the European experience has been and remains a prime example for the Russian economy.
