Foreign experience in corruption struggle: problems and efficiency


Corruption as a transnational phenomenon poses a threat to the entire international community. Anti-corruption is carried out in different countries on the basis of their historical and sometimes religious development. Anti-corruption struggle in these countries goes with different effects and in different directions. The realization of a unified international anti-corruption strategy, consisting of a variety of prevention and repression, at the present stage of development of the world community would be more effective than isolated actions of individual preventive entities in different countries. The purpose of the study is to identify and analyze measures to counter anti-corruption in some foreign countries. To achieve this goal the problems by disclosing the content of international anti-corruption strategy are solved as well as analysis of the most effective anti-corruption measures. The study of foreign experience combating corruption crime, based on the analysis of the features of its perception of the government and law enforcement agencies in foreign countries. What comes and build a system to counter this type of criminal acts, including procedural and institutional arrangements. It is concluded that the fight against corruption is an extremely complex and multifaceted task that is not always successfully solved abroad where necessary political will and concerted government effort. It is offered to explore and implement effective experience of foreign countries in the fight against corruption. The most effective measures to counter anti-corruption such as monitoring system possible points of corruption in government and public organizations; matching system for individual positions, dangerous from the standpoint of corruption; system of penalties for corrupt practices; reward system of affirmative action officers are reveled. The anti-corruption measures applied in Botswana – higher wages to officials, while reducing their number and simplify the structure of state institutions, as well as immediate and enforceable sanctions for all forms of corruption are considered. The claim that the success of anti-corruption policy of Singapore determined ideas of anti-corruption policy, which is an effort to minimize or eliminate the conditions that create both incentives and the ability of the person declines to commit corrupt acts substantiated. The importance of studying foreign experience in combating corruption is the need to develop an international strategy to counter anti-corruption, which consists of various preventive measures and repressive measures.
