1. The order of articles’ submission
The scientific journal “Derzhavin Forum” accepts the articles on the following fields of science:
1.1. The authors submit original articles prepared for the publication according to the Author Guidelines established by the editorial board of the journal (you can see them on the journal's website http://journals.tsutmb.ru/derzhavin-forum/).

1.2. Besides the original text of the paper the author shall submit in the Russian and English languages: an abstract (50-60 words) and keywords (5-6 words), information about the authors containing information about the place of study or employer, the field of study or specialty, the name of the department, where the study is being conducted, e-mail (personal e-mail address).
1.3. The manuscript submitted to the editorial office is marked with the date of receipt and the editorial informs the author about it by e-mail.
If the formal requirements for the materials of publication are not fulfilled, so the article is not accepted by the editorial according to “formal features” and the author is informed about it. The editorial has the right to reject the articles in case the author does not follow the rules of the editorial.
The editorial does not discuss with the authors the content of original articles, the methods of writing and design and do not bring up the articles to the adequate scientific and methodological level.
1.4. All the submitted papers are checked in the software “Antiplagiat”. Plagiarism is not allowed.
2. The order of articles’ review
2.1. All the articles are reviewed (double-blind peer review). After checking them for plagiarism, the editorial office sends the article to two reviewers – members of the editorial board of the journal or specialists in the relevant scientific field. Both reviewers should have publications on the subject of the reviewed article during the last three years. Articles written by the members of the editorial board of the journal are not reviewed.
2.2. Within two weeks, the reviewers make decision on the possibility of the publishing of the article, the need of its revision or rejection. The reviewers evaluate the compliance of the article with the scientific profile of the journal, its relevance, novelty, theoretical and (or) practical significance, conclusions, its compliance with the established rules of formatting.
Reviewers are notified that the materials sent to them are property of the authors and this information shall not be disclosed.
Reviewers are not allowed to make copies of the manuscript for personal use and give a part of the paper for reviewing to the other person without allowance of the editorial staff.
The original versions of reviews are stored at the editorial office for 5 years.
2.3. The copies of the reviews with the reasoned opinion on the article are presented to the author(s) by e-mail. Reviewing is held confidentially, the review is presented to the author of the paper without the surname, post, place of work and sign of the reviewer.
In the case of positive decision of the reviewers the editorial board of the journal determines the order of the publications depending on subject matter of the journal issues, as well as taking into account the date of receipt of the manuscript to the editorial office. The Editorial office does not ask for the authors’ agreement on the changes and reductions in the paper that do not involve principal issues.
In case the paper is given back for revising, the author may present article again with the covering letter in the shortest possible time – the answer to the reviewer about the changes made for re-review. The date of receipt of the article is the date of receipt of the revised article.
In case of disagreement with reviewer's opinion, the author of the article has the right to provide a reasoned response to the editorial staff of the journal. The article may be sent for re-review.
The materials which had negative review are not published and are not given back, the author receives reasoned refusal. The papers that has been reviewed are not given back. The editorial staff does not store the manuscripts that are not accepted for the publication.
Editorial staff is obliged to send copies of the reviews to the Ministry of Science and Higher Education of the Russian Federation if relevant request is received by the editorial staff of peer-reviewed scientific journal.
3. The order of articles’ publication
3.1. The editorial office is not responsible for the time of the publication.
The final decision on publication is made by the editorial board. After the editorial board makes decision on the acceptance of the article the editorial office informs the author about the approximate time of publication.
The articles of the members of the editorial board that have the priority in publication in the journal of one article in a year are discussed at the editorial board session.
According to the decision of the editorial board, the works devoted to the most relevant problems of science and containing new information may be published out of turn.
AUTHOR’S RIGHTS
4.1. The publication of the article implies Copyright © for the author(s) (authors of the article have all exclusive rights), but they cannot get the fee for it. The authors give the publisher of the journal – Derzhavin Tambov State University perpetual rights for publication in the paper and electronic versions and for dissemination of the article on open access under a Creative Commons Attribution 4.0 International License. The authors have right to use all the materials in their further publications in case they make the reference to the publication in journal “Derzhavin Forum”.
4.2. In accordance with the adoption of amendments to the Federal Law of July 27, 2006 No. 152-FZ “About Personal Data”, the authors personally sign the CONSENT to the processing of personal data in a scientific journal and send the original by regular mail to the address:

1. The purpose of processing personal data is:
1.1 technical editing, bringing the article to the editorial standards adopted within the journal;
1.2 reviewing a work;
1.3 conclusion of license agreements with authors, implementation of the provisions of license agreements during the entire period of their validity;
1.4 inclusion in the document flow and accounting in office work of the operator, license agreements concluded with the authors, obtained consents to personal data processing;
1.5 preparation and placement of metadata of a work included in a periodical, including: UDC, page number, article title, surname, name, patronymic of the author, affiliation of the author, information about the author, author’s e-mail, author’s ORCID, abstract, keywords, references, dates of receipt/acceptance, funding;
1.6 preparation for placement in open free access of electronic versions of articles and issues of a periodical in at least one of the following formats: PDF, html;
1.7 creating archives of issues of the periodical and placing them in the public domain;
1.8 production and delivery to the authorized bodies of legal copies of each issue of the periodical;
1.9 formation of the operator’s library funds, provision of periodicals to national and foreign libraries, providing access to scientific information and familiarization with the values of national or world culture;
1.10 submission of issues of the periodical to national and international abstract databases and citation systems.
2. The operator has the right to process personal data for other purposes, established by the current legislation, regulatory and other acts of the founder, other government bodies, the charter and local regulations in force for the operator.
3. For the purposes provided for in par. 1 of this Consent, the following information and data are subject to processing:
– surname, name, patronymic (the last – if available);
– education (academic degree, academic title);
– profession (position);
– place of work with postal address;
– identity document details (series and number, by whom and when issued);
– place of actual residence;
– home phone number, cell phone number, e-mail address.
4. The personal data processing by the Operator is carried out by one or a combination of the following actions: collection, creation, recording, accumulation, clarification, modification, addition, update, extraction, copying, use, transfer, distribution, provision, access, placement, systematization, archiving, storage, blocking, deletion, destruction.
4.1 The actions provided for in paragraph 4 of this Consent are carried out through mixed processing of personal data (with and without the use of automation tools), incl. by entering them into electronic databases.

5. The work of the author, after the publication of the next issue of the periodical, is included in the archive of the scientific and theoretical journal «Державинский форум» (Derzhavinskii forum = Derzhavin Forum).
Storage and processing of archival numbers is carried out in accordance with clause 2 of part 1.1. article 1 of the Federal Law of July 27, 2006 No. 152-FZ “On Personal Data” in accordance with the legislation on archiving. The storage of the data contained in the license agreement concluded with the author is carried out in accordance with the requirements for the organization of office work contained in the regulatory legal acts of the authorized federal government bodies in the field of archiving and office work, as well as the federal government body acting as the founder of the Operator.
6. This Consent is valid from the moment of its signing until the moment of withdrawal. This consent may be revoked at any time upon my written request, which may be sent by me to FSBEI of HE “Derzhavin Tambov State University” by registered mail with acknowledgment of receipt or delivered by me personally against receipt to the representative of Derzhavin Tambov State University.
In case of withdrawal by the subject of personal data of Consent to the processing of personal data, the operator has the right: continue the processing of personal data without the consent of the subject of personal data if there are grounds provided for by the Federal Law of July 27, 2006 No. 152-FZ “On Personal Data” and the regulatory legal acts adopted in accordance with it; or withdraw the work if it is impossible to further process personal data in the manner regulated by international and national rules applied by the Russian editorial, publishing, and author’s community.
By this Consent, I confirm the accuracy of all information transmitted to the Operator.
I confirm that in giving such consent I am acting freely, of my own free will and in my own interests.
